This professional path is deeply rooted in a personal experience. Following the loss of his mother, Tere, to breast cancer, he shifted his career to champion patient rights, strengthen health systems, and guarantee timely access to care.

International Governance
• Treasurer — Union for International Cancer Control (UICC) (2024–Present).
Board Member since 2020. Provide financial, audit, and governance oversight at Board level, contributing to strategic direction, institutional sustainability, and regional cohesion across Latin America.

National Civil Society Leadership
• President — Foundation for the Strengthening of Health in Mexico, A.C. (formerly Cancer Warriors of Mexico Foundation, A.C.) (2017–Present)
Founder and executive leader. Positioned the foundation as a national reference in legislative advocacy and patient-centered cancer policy. Spearheaded 12 legislative reforms in cancer care benefiting more than 250,000 patients and families, including national labor protection measures and access-to-care policies. Built multi-sector partnerships and led prevention and patient advocacy initiatives with nationwide impact, working closely with government authorities, civil society, and academic institutions.

Licensed attorney engaged in human rights, parliamentary law, public policy, legislative reform, and institutional governance, with a focus on health law and regulatory frameworks.

Legal, Government & Diplomatic Experience

Held senior legal and diplomatic roles within the Government of Mexico, including the Ministry of Foreign Affairs, the Office of the President, the Ministry of Labor and Social Welfare, and the National Human Rights Commission.

Led and contributed to international treaty negotiations and multilateral diplomacy, representing Mexico before 193 States at the Fourth Review Conference of the Chemical Weapons Convention (The Hague) and in high-level engagements with the Organisation for the Prohibition of Chemical Weapons (OPCW), the European Commission, and the U.S. National Academy of Sciences.

Oversaw legal coordination of 266 presidential commitments aligned with national development priorities and the UN 2030 Agenda. Contributed to structural labor law reforms incorporated into the Federal Labor Law, including provisions on decent work and disability rights.

In parallel, developed legal practice in corporate and litigation environments, advising national and multinational companies on mergers and acquisitions, contractual negotiations, and debt recovery strategies, strengthening capabilities in dispute resolution, regulatory interpretation, and high-stakes negotiations.
